The Board of Supervisors has adopted the 2023 Loudoun County Energy Strategy, which provides a blueprint to achieve the county’s long-term vision for a community that uses less energy and has lower greenhouse gas emissions while ensuring that energy is clean, reliable and affordable for all residents and businesses in Loudoun County.
The strategy includes three goal areas:
- Leading by example in county government operations: Includes actions the Loudoun County government can undertake with its own energy practices.
- Supporting clean energy development in the county: Facilitating more use of solar and other types of renewable energy.
- Stimulating communitywide action: Ensuring energy equity and reducing emissions from the transportation, residential and commercial sectors.
The 2023 Loudoun County Energy Strategy, which updates the county’s previous energy strategy adopted in 2009, was developed after a comprehensive public process that involved input from a variety of stakeholders including members of the Board of Supervisors and the Board-appointed Environmental Commission, local and regional partner organizations and the general public.
Energy Strategy Implementation
Implementation of the 2023 Energy Strategy is expected to be phased in over several years and will be led by the Loudoun County Department of General Services, which will provide regular progress reports to the public and Board of Supervisors, including plans to implement the recommended actions in the strategy.

The 2023 Energy Strategy is one of several topics that will be featured at the Environmental Commission’s upcoming Energy and Environmental Forum Thursday, May 11, 2023, 5:30 – 8:00 p.m., at the Academies of Loudoun, 42075 Loudoun Academy Drive, Leesburg. Read details in this news release.
