Board Endorses Revised Prioritized Sidewalk and Trail Segment List

During the July 18 Business Meeting, the Loudoun County Board of Supervisors endorsed a revised prioritized ranking of missing sidewalks, shared use paths, and trail segments to be completed as part of Loudoun County’s Sidewalk and Trail program. The endorsement followed an Equity Analysis Report, which included a staff proposal to revise the previous ranking.

About the Sidewalk and Trail Program

Loudoun County’s Sidewalk and Trail Program addresses missing bicycle and pedestrian links within the County based on comparing the existing bicycle and trail network and the proposed network highlighted in the 2019 Countywide Transportation Plan (CTP). 

The program allows for proactive and systematic planning and funding for design and construction of projects to complete missing segments in the sidewalks and shared use trail network. Missing facility segments are prioritized based on five groupings including proximity to activity generators, proximity to transit access, roadway characteristics, safety, and the ability of a segment to improve connectivity between high-volume trip generators (network connectivity). High priority is placed on links to other regional bicycle and pedestrian facilities, such as the Washington and Old Dominion Trail (W&OD), and transportation services, including the Silver Line Metrorail. The program also includes data obtained from the Loudoun County Equity Analysis Study and the Rural Priority Study.
