‘Pardon Our Dust’ Meeting May 15 for Northstar Boulevard from Evergreen Mills Road to Route 50

In coordination with Federal Highway Administration, Virginia Department of Transportation (VDOT) and Northern Virginia Transportation Authority (NVTA), Loudoun County invites members of the public to attend a “pardon our dust” meeting about the Northstar Boulevard extension from Evergreen Mills Road to Route 50 on Monday, May 15, from 6:00 to 7:00 p.m. at Arcola Elementary School, 41740 Tall Cedars Parkway, Aldie. At this meeting, the public will receive a broad overview of the project timeline and learn about the stages of construction. 

This project will design and construct a new four-lane, median-divided segment of Northstar Boulevard from Evergreen Mills Road (formerly Shreveport Drive) to U.S. Route 50. The project includes a 10-foot-wide, shared-use path on both sides of the roadway and a traffic signal at Evergreen Mills Road. At the northern end of the project, a new bridge will carry Northstar Boulevard over North Fork Broad Run. Arcola Mills Drive will then be realigned to the south to intersect with Northstar Boulevard. 

Northstar Boulevard is part of the North/South Corridor of Statewide Significance as designated by VDOT, addressing congestion and mobility on parallel north/south routes between I-95 and Dulles International Airport and connecting travelers to activity centers in Loudoun County and beyond. It is part of what will be a 14-mile-long corridor extending from Route 7 south to the Prince William County line. 

The county is currently constructing the segment of Northstar Boulevard from Route 50 to Tall Cedars Parkway, which will join this segment with the existing roadway in the Brambleton area. 

Funding for the Northstar Boulevard Phase 1 project is provided by an FY 2017 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant from the U.S. Department of Transportation, VDOT, NVTA and county funds. Construction is expected to be completed by winter 2025.

Groundbreaking for Northstar Boulevard from Evergreen Mills Road to Route 50 Set for February 24

Loudoun County, in partnership with the Federal Highway Administration (FHWA), Virginia Department of Transportation (VDOT) and Northern Virginia Transportation Authority (NVTA), invites members of the public to attend a groundbreaking ceremony for the start of construction of Northstar Boulevard, Phase I, from Evergreen Mills Road to Route 50, on Friday, February 24, 2023, at 2:00 p.m. The event will take place along Arcola Mills Drive at the site of the future intersection of Northstar Boulevard and Arcola Mills Drive in Aldie. 

Members of the Board of Supervisors as well as representatives of the FHWA, NVTA and VDOT are scheduled to be on hand for the ceremonial breaking of ground, kicking off construction of this regionally significant project.

Segment of Arcola Mills Drive to Close Permanently February 1

On February 1, 2023, Loudoun County will permanently close a segment of Arcola Mills Drive in Aldie to through traffic between Evergreen Mills Road and Belmont Ridge Road.  A 700-foot segment of Arcola Mills Drive will close in advance of the county’s project to extend Northstar Boulevard from Evergreen Mills Road to Route 50.

Road signs will be posted to establish a new traffic pattern during the week of January 16, 2023. Business entrances and private driveways on the north side of the closed segment of Arcola Mills Drive will remain accessible to vehicles from the Evergreen Mills Road intersection. Entrances and driveways on the south side of the closed segment will remain accessible from the Belmont Ridge Road intersection. Drivers are encouraged to review the Arcola Mills Traffic Pattern Map (PDF) for guidance and follow all directions from road crews and signs.  

Loudoun County’s Northstar Boulevard project will construct a new four-lane, median divided roadway from Evergreen Mills Road to Route 50, which will pass through the closed segment of Arcola Mills Drive. The project also includes 10-foot-wide shared use paths on both sides of the new roadway. Once constructed, the new 1.6-mile segment of Northstar Boulevard will serve as a minor arterial roadway from Route 50 to Evergreen Mills Road. It is also part of what will be a 14-mile, uninterrupted corridor extending from Route 7 south to the Prince William County line. When completed, this segment of Northstar Boulevard will provide an alternative north/south connection to Route 50, not only addressing traffic congestion in the corridor, but also improving capacity and safety on existing roadway networks within the Dulles South area. 

Funding for this project includes a $25 million Fiscal Year 2017 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant from the U.S. Department of Transportation administered by the Federal Highway Administration. Funding for this project is also provided by the Virginia Department of Transportation, Northern Virginia Transportation Authority Regional Revenue Fund (70% Funds) and Local Distribution Fund (30% Funds) and Loudoun County. Construction is expected to be completed by fall 2024.

The county is also constructing Northstar Boulevard from Tall Cedars to Route 50, which will join this segment.
