Design for Evergreen Mills Road Realignment Project Nears Completion

The design phase for the Evergreen Mills Road Realignment project is nearing completion with stakeholder reviews of the final 100% design plans currently underway. Following reviews and final revision work, the design is anticipated for completion in late spring (April, May, June) 2024. Land acquisition activities will begin following the completion of the design phase. 

The Utility Relocations phase is also underway with crews completing gas utility work at the end of 2023. This phase is estimated to continue until spring 2025 while remaining utilities are relocated in advance of project construction.  More information about Loudoun County Capital Projects and phases is provided at loudoun.gov/capitalprojects

About the Project

This project provides for the planning, design, right-of-way acquisition, and construction of the realignment of Evergreen Mills Road at the intersections of Reservoir Road and Watson Road. The improvements propose a new four-way signalized intersection between Evergreen Mills Road, Watson Road and Reservoir Road. 

This project is an existing Capital Improvement Program (CIP) project that was also identified as a long-term recommendation in the Evergreen Mills Road Safety Audit and Improvements completed in 2019.

Design Plans in Development for Evergreen Mills Road Realignment

After receiving design endorsement from the Loudoun County Board of Supervisors in February 2021, the County’s design team has been making progress on the plans for the Evergreen Mills Road Realignment project. When complete, Evergreen Mills Road at the intersections of Reservoir Road and Watson Road will be realigned to create a new four-way signalized intersection. The County’s design team is currently preparing to submit design plans at 60% completion to the Virginia Department of Transportation (VDOT) and the Loudoun County Department of Building and Development (B&D) for review by the end of the month. Additional field work related to geotechnical investigations is also expected to begin mid-May 2021.

In the coming months, the design team will advance the project design and incorporate comments from VDOT and B&D reviews. Land Acquisition efforts are currently anticipated to begin in fall 2021.

Update to Evergreen Mills Road Realignment Project

For the Evergreen Mills Road Realignment project, the Department of Transportation and Capital Infrastructure (DTCI) is seeking design endorsement from the Board of Supervisors at the February 2, 2021 Board Business meeting. 

This project provides for the planning, design, right-of-way acquisition, and construction of the realignment of Evergreen Mills Road at the intersections of Reservoir Road and Watson Road. The improvements propose a new four-way signalized intersection between Evergreen Mills Road, Watson Road and Reservoir Road.
