Application for Lighted Recreation Fields at Scott Jenkins Memorial Park Withdrawn

On September 6, 2022, Loudoun County withdrew a Special Exception (SPEX) application to allow lighted recreation fields within Scott Jenkins Memorial Park (SPEX-2009-0004, Scott Jenkins Memorial Park), a 35-acre park located on the south side of Route 7 and on the north side of East Colonial Highway (Old Route 7) in Hamilton, Va. As a result, the county no longer plans to consider installing additional lights for the ballfields at Jenkins Park. There are no plans to resubmit the application.

Loudoun County had submitted the application to upgrade five recreation fields (4 baseball/softball and 1 multipurpose field) to lighted fields. The lights would have extended daily use of the fields to 10:00 p.m. on weekdays and 11:00 p.m. on weekends. However, with the withdrawal of the county’s application, closing time for the park will remain at dusk.

Loudoun County Department of Transportation and Capital Infrastructure (DTCI) held two open comment periods to gain input from the public regarding lighting for this park. The Planning Commission on April 6, 2022, recommended denying the special exception. Following the public process and the Board of Supervisors discussion, the application was withdrawn, and the county decided not to pursue additional lighting at the park.

Loudoun Holds Second Public Comment Period on Scott Jenkins Memorial Park

Loudoun County is holding a second open comment period to gain input from the public regarding Phase III of construction for Scott Jenkins Memorial Park located in Hamilton, Va. Phase III will install lighting for five existing athletic fields. The comment period will open by February 18, and will be open through March 4, 2022, to allow members of the public to watch a presentation and provide input about the project. 

This second open comment period includes a pre-recorded presentation on the project page with revisions initiated in response to public feedback collected during the first public comment period. The revisions include information regarding Dark-Sky Standards and lighting impacts to poinsettia plants as they relate to the Scott Jenkins Memorial Park project. 

The public will have an additional opportunity to comment on this project during a future Board of Supervisors Public Hearing, to be scheduled by May 22.

Loudoun County Invites Public Comment on Scott Jenkins Memorial Park Project

Loudoun County is holding an open comment period to gain input from the public regarding Phase III of construction for Scott Jenkins Memorial Park in Hamilton. Phase III will install lighting for five existing athletic fields. The comment period is open through January 14, 2022, allowing members of the public the opportunity to view a presentation online and provide input about the project. 

Installation of the lighting is subject to approval of the Planning Commission and the project is scheduled to be on the agenda of the Planning Commission’s January 25, 2022, public hearing. Information on how to provide comment for the public hearing will be posted prior to the hearing at loudoun.gov/remoteparticipation.
