Right-of-Way and Utility Phases for Dulles West Boulevard Project set for Summer 2024 Completion

The Right-of-Way (ROW) and Utilities Relocation phases of the Dulles West Boulevard – Northstar Boulevard to Arcola Boulevard project are underway and currently set to be completed in summer 2024. This project provides for the planning, design, right of way acquisition, and construction of a four-lane median divided roadway between Northstar Boulevard and Arcola Boulevard. The procurement of a contractor to construct the roadway is estimated to begin in fall 2024, following the ROW and Utilities Relocation phases. This project is an extension of Dulles West Boulevard from Dulles Landing Drive (under construction by others) to the intersection of the extension of Northstar Boulevard which is currently under construction. The proposed roadway consists of a four-lane median divided facility with 10-foot-wide shared use paths on both sides of the road. The project will also include three signalized intersections at Stone Springs Blvd, Arcola Blvd (existing) and Northstar Blvd, in addition it will include utility relocations, two new stormwater facilities and two major culverts crossings. The project is currently estimated for substantial completion in summer 2027.

Coordination with the Northstar Boulevard: Shreveport Drive to Route 50 project has begun and will continue throughout design and construction due to overlap with the Dulles West Boulevard project.

Virtual Public Meeting on Proposed Dulles West Boulevard Extension Held April 29

On April 29, Loudoun County hosted an online meeting to gain input from the public on the proposed extension of Dulles West Boulevard from Northstar Boulevard to Arcola Boulevard. Members of the public are invited to view meeting materials and provide comment by May 14, 2021.

Meeting materials, including the presentation and concept design, are available for review at loudoun.gov/dulleswestboulevard. This month, a copy of the questions submitted to the team during the meeting as chat messages will be answered in writing and posted with the meeting materials.

The Dulles West Boulevard project provides for the planning, design, right of way acquisition and construction of a four-lane, median-divided roadway from Northstar Boulevard to Arcola Boulevard. The roadway is a continuation of Dulles West Boulevard from Dulles Landing Drive to the intersection of Arcola Boulevard, north of Route 50. The proposed alignment will provide the needed functionality and mobility of a major collector street system, which moves traffic from local streets to busier roadways.
