Loudoun County Update

• New CDC Guidelines: The Centers for Disease Control and Prevention (CDC) has issued new guidance regarding COVID-19 and face masks based on updated metrics used to determine the impact that the coronavirus has on a community. The CDC now recommends that most people can stop wearing masks if they live in counties where the coronavirus poses a low or medium impact, which accounts for about 70 percent of the U.S. population. Individuals who are at high risk for severe disease due to pre-existing, chronic medical conditions may still choose to wear a mask.
  • The new metrics put less emphasis on disease transmission and positive COVID-19 test results and more on disease severity and the number of new COVID-19 hospitalizations, hospital capacity and new COVID-19 cases in determining the virus’ impact on a community. The CDC’s COVID-19 Community Levels tool is intended to help communities and individuals make decisions based on their local context and unique needs. 
  • You can check a county’s level of community impact through the CDC’s updated list of U.S. counties. It shows that Loudoun County is now experiencing a “low” level of impact.

• COVID-19 Mitigation Measures Lifted: Based on the new guidance from the CDC, Loudoun County no longer requires members of the public to wear a face mask while inside Loudoun County-owned and -operated facilities. The social distancing requirement inside county facilities has also ended. However, county employees who are not fully vaccinated or who work in health care settings are still required to wear a face mask. The Virginia Department of Labor and Industry currently requires non-fully vaccinated employees to wear face coverings or surgical masks while indoors, unless their work task requires a respirator or other PPE.

• Status of Local State of Emergency: During its meeting Tuesday, March 1, 2022, the Board of Supervisors is scheduled to consider ending Loudoun County’s declaration of a local state of emergency, nearly two years after the emergency was first declared in March of 2020 in accordance with Virginia Code §44-146.21, Declaration of Local Emergency. The declaration enabled the county to respond effectively to the COVID-19 pandemic. 
  • Following the closure of the county’s vaccination site, ending of county-operated testing events, updated CDC guidance regarding the impact of COVID-19 on the local community, and as county operations continue to move toward normal business, the need for the declaration to support the county’s pandemic response has eased. If the Board ends the declaration of local emergency, all advisory boards, commissions and committees would be required to resume in-person meetings.
