LCSO Arrests Six for Attempted Indecent Liberties with Minors

 

Loudoun County, VA (April 15, 2024): The Loudoun County Sheriff’s Office (LCSO), in conjunction with the Northern Virginia—Washington DC Internet Crimes Against Children Task Force (NOVA-DC ICAC), concluded a week-long internet chat operation during the week of April 8, 2024, that resulted in the arrest of six individuals who were attempting to have indecent relations with minors at a location in Loudoun County.

 

Those arrested are all adult males who believed they were communicating with children under the age of 15 on a variety of chat and social media platforms.

 

The LCSO is grateful for the assistance of other area law enforcement agencies in this successful operation, including the Fairfax County Police Department, Herndon Police Department, Homeland Security Investigations, Prince William County Police Department, United States Secret Service, and Virginia State Police.

 

Charges include the use of communications systems to facilitate certain offenses involving children, attempted indecent liberties with a minor, and solicitation of child pornography.

 

The arrestees include:

  • Rodney Stevens Martin, 62, of Sterling, VA

  • Kodee Michael Matz, 23, of Herndon, VA
    • Charge: 18.2-374.3 / Use of Communications Systems to Facilitate Certain Offenses Involving Children
  • Miguel Angel Ibarra Parada, 36, of Sterling, VA
    • Charge: 18.2-374.3 / Use of Communications Systems to Facilitate Certain Offenses Involving Children
  • Yotin Singtong, 39, of Bethesda, MD
    • Charge: 18.2-374.3 / Use of Communications Systems to Facilitate Certain Offenses Involving Children
    • Charge: 18.2-374.1 / Possession, Reproduction, Distribution, Solicitation, and Facilitation of Child Pornography
    • Charge: 18.2-370 / Indecent Liberties
  • George Washington (AKA Donnie Gray Lee), 36, of Mount Vernon, VA
    • Charge: 18.2-374.3 / Use of Communications Systems to Facilitate Certain Offenses Involving Children
    • Charge: 18.2-370 / Attempted Indecent Liberties

 

“Stopping child predators is a critical part of law enforcement, and I am proud of the outstanding work of our detectives and partners in making these arrests,” said Sheriff Mike Chapman. “The actions of these individuals are extremely disturbing and highlight the need for parents and guardians to actively monitor their children’s use of electronic devices and chat applications,” he added.
