Loudoun County, VA – A Lovettsville man has been charged in connection with an unlawful filming investigation at a medical building in Lansdowne last month.
Jessie O. Scobie, 31, was identified through the course of the investigation conducted by the Loudoun County Sheriff’s Office. The arrest stems from an incident on March 25, when the adult victim reported that she was using the women’s restroom around 4:45 p.m. inside a building in the 19000 block of Deerfield Avenue. Inside the bathroom she noticed someone holding a phone that appeared to be recording her from the next stall. The male suspect then left the area.
Scobie turned himself over to authorities on April 20 and was charged with peeping into an enclosure and unlawful creation of image of another.
He was released from the Loudoun County Adult Detention Center on a personal recognizance bond.

Loudoun County, VA – The Loudoun County Sheriff’s Office is seeking the public’s assistance to help identify a suspect in an unlawful filming investigation.
On March 25 around 4:45 p.m., LCSO deputies responded to the 19000 block of Deerfield Avenue in Lansdowne where the victim reported she was in the women’s bathroom when she noticed someone was using a phone and appeared to be recording her from the next stall. The male suspect then left the area.
Detectives have released surveillance video images of the suspect and are asking anyone with any information regarding his possible identity to contact Detective S. Smith at 703-777-1021.
The suspect is described as a white male, approximately 20-years-old, 5’8” tall, with a thin build. He was further described as wearing a black puffy jacket, light blue jeans, and black shoes with gray accents.
Residents may also submit a tip through the Loudoun County Sheriff’s Office app. The Loudoun Sheriff app is available on the iTunes App Store and Google Play.
