Sheriff Chapman Addresses Proposal to Change Loudoun County’s Form of Government

Loudoun County, VA (November 7, 2019)- Loudoun Sheriff Mike Chapman responded yesterday to a proposal by Chair Randall to change Loudoun County’s form of government and implement a police department in the county. 

Sheriff Chapman discussed the proposal during a radio interview and is questioning the motivation, necessity, and fiscal responsibility of creating an additional law enforcement agency in the county. Sheriff Chapman emphasized that the Loudoun County Sheriff’s Office (LCSO) has a nearly 90% public approval rating according to a recent survey, and the agency saw the rate of serious crime drop 32% since Sheriff Chapman began his first term in 2012 (Metropolitan Council of Governments 2018 Report on Crime and Control).

During the interview, Sheriff Chapman noted the differences between a sheriff’s office and a police department, how a sheriff’s office directly connects with its citizens and said a sheriff’s office provides “a good check and balance” within the county government. Sheriff Chapman stated that “the citizens need to know exactly what this is all about…taking their right away to select their chief law enforcement officer and basically having an entire bureaucracy between them and the chief law enforcement officer.”

In recent years, the LCSO has been at the forefront of programs, new technology, and has been recognized both locally and nationally. In 2018, the Sheriff’s Office was honored to be named one of the best School Resource Officers Units in the United States after receiving the National Association of School Resource Officers (NASRO) Model Agency of the Year Award.  In 2017, Sheriff Mike Chapman was honored to accept the DEA/D.A.R.E America Law Enforcement Executive of the Year award on behalf of the LCSO’s Juvenile Resource Officers who teach D.A.R.E. The award recognized the LCSO’s extraordinary commitment to drug prevention and enforcement.

The LCSO is also a model agency for Crisis Intervention Training (CIT), and other local, state and federal jurisdictions have utilized and attended our training. The LCSO CIT program has trained over 600 personnel from the local, state, and federal levels, as well as private organizations. His term has also experienced a 10% drop in recidivism due to the re-entry community programs he has established in the Loudoun County Adult Detention Center. 

Since taking office Sheriff Chapman implemented his goal of the S.T.E.P.-Up strategy of improving Service, Technology, Efficiency, and Professionalism in the agency. In the past five years alone, three deputies from the LCSO have been named Virginia Deputy of the Year by the Virginia Sheriffs’ Association. The LCSO also received statewide recognition in 2014 when an LCSO Deputy received the Virginia Crisis Intervention Team Deputy of the Year.

Sheriff Chapman directs operations for the LCSO, the largest full-service office in the Commonwealth of Virginia which handles county-wide law enforcement, corrections, and courts. The Sheriff’s Office employs approximately 800; 650 sworn deputies and 150 civilian personnel. The Loudoun County Sheriff’s Office serves a population of over 400,000 and an area of 519 square miles.
