Loudoun County, VA (June 16, 2023) – The Loudoun County Sheriff’s Office is proud to announce that Crime Analyst Rebecca Kelley has been named 2022 Civilian of the Year by the Major County Sheriffs of America (MCSA). The award was presented at MCSA’s Annual Meeting in California, along with a compelling video describing her extensive research and compilation of evidence that ensured a successful homicide prosecution. This followed a 2021 homicide in the Broadlands area and an international investigation led by the LCSO.
Rebecca has been with the LCSO since 2013, where she earned a Certificate in Crime and Intelligence Analysis, and has helped investigate more than 20 homicides, along with countless robberies, sex crimes, financial crimes, and intel-based investigations. She is considered a Subject Matter Expert on historical cell site location information and cell phone records and uses this knowledge extensively to assist with major crime investigations and prosecutions in Loudoun County.
