Update: Loudoun County, VA (February 26, 2024) – The Loudoun County Sheriff’s Office (LCSO) has Rashaun D. Owens in custody. This afternoon, Owens turned himself in at the Loudoun County Adult Detention Center. He is charged with 2nd Degree Murder, Use of a Firearm in the Commission of a Felony, and Attempted Robbery with a Firearm.
Owens was wanted in connection with the investigation of a homicide in Ashburn on February 14, 2024. The victim, Michai Dandridge-Carter, 19, of Sterling, had a gunshot wound and was pronounced deceased on the scene.

Owens in connection with the investigation of a homicide in Ashburn on February 14, 2024. The victim, Michai Dandridge-Carter, 19, of Sterling, suffered a gunshot wound and was pronounced deceased on the scene.
Owens is wanted for 2nd Degree Murder, Use of a Firearm in the Commission of a Felony, and Attempted Robbery with a Firearm, and should be considered armed and dangerous.
